By people like Baldman voting for the Tories at the last election, they did so in the knowledge that at some point the PM could resign, and a new one come in. And then that PM could resign, and a new one comes in. And then that new PM could realise that his pool of people he can pick for cabinet positions is so poor that he has to choose a civilian and make them a Lord so they can fill the role of Foreign Secretary.
To cut a long story short, Baldman elected a guy, who leaves a pub forgetting to take his children with him, to be the Foreign Secretary.
