CIS was founded by John Tanton, a retired Michigan ophthalmologist who opposed immigration on racial grounds, desired a white ethnic majority in the United States and advocated for eugenics.

CIS has been described an an anti-immigrant hate group and has faced waves of criticism for publishing a number of reports deemed to be false or misleading and using poor methodology by scholars on immigration.
